National Hurricane Center monitoring system off Carolinas; Nigel now a hurricane

The European ECMWF model shows a “non-tropical” low forming just offshore of South Carolina, bringing heavy rain along the coast but lower totals inland. The states that individuals awaiting civil commitment can only be held for 48 hours unless facing criminal charges.
