State treasurer: Affordable college tuition ‘Legacy Plan’ now 100% funded

SUMMARY: Mississippi has improved the funding of its college tuition programs, with the Mississippi Prepaid Affordable College Tuition (MPACT) Legacy Plan now reaching over 100% funding after being only 72% funded in 2019. State Treasurer David McRae credits fiscal decisions and a record 27% investment return in Fiscal Year 2021 for the turnaround. The College Savings Board updated actuarial assumptions in 2020, which further strengthened the plan. The newer Horizon Plan, started in 2014, is also fully funded at 135.5%. McRae emphasizes the importance of these programs for enhancing educational opportunities and supporting economic development in Mississippi.
