Sewer agreement reached, Henifin taking over

SUMMARY: The Environmental Protection Agency, the Justice Department, the Mississippi Department of Environmental Quality, and the City of Jackson have agreed to transfer power in order to expedite needed sewer system repairs. The goal is to address spills of raw and under-treated sewage into homes, businesses, streets, yards, and waterways. Under the agreement, Henifin, who has been serving as interim third-party manager for the city’s drinking water system, would manage, operate, and maintain the city’s sewer system. The proposal is an interim measure until modifications to a consent decree can be negotiated for long-term compliance with federal and state regulations. Jackson has been under a federal consent decree since 2013. The city leaders claim that little progress has been made on the sewer system, and it has further deteriorated over the past 10 years.
