The law makes his 2017 tax cuts permanent, increases defense and border wall funding, and offsets costs with cuts to Medicaid, food assistance (SNAP), student loans, and clean energy programs. Medicaid reforms, including work requirements, take effect by 2028, potentially cutting coverage for millions. SNAP work requirements and state funding changes also start around 2028. Tax benefits like SALT deductions and child tax credits begin immediately. The law eliminates key clean energy tax credits and revises higher education loan caps and repayment plans, effective mostly by 2026.
