Rumor of monkey trade for child leads to foster mom’s arrest
SUMMARY: A 70-year-old foster mother, Brenda Deutsche, faces charges of child abuse, neglect, and endangerment in Lincoln County. Investigators are looking into allegations that she offered to trade a child for a monkey. Deutsche is accused of abusing a foster child and placing another in unsanitary conditions. Over 200 children may have been fostered by her over the years. The state began investigating after an anonymous tip in November, following reports of excessive absences from a local school. Authorities are exploring the possibility of human trafficking and expect additional charges to be filed as the investigation continues.
Officials say new child abuse charges filed against a Winfield woman who has fostered children for a decade is “just the tip of the iceberg.” Lincoln County Prosecuting Attorney Mike Wood released a statement Sunday evening that Brenda Deutsch, 70, was arrested for the neglect, abuse and endangerment “stemming from initial allegations of a missing child that was later located in the state of Texas.” FOX 2’s Jeff Bernthal reports.

Springfield City Council considers rental inspection program
SUMMARY: The Springfield City Council is considering a rental inspection program to improve safety and quality of single-family and duplex rentals. Building Development Services Director Martin Gugel plans an 18-month refinement, starting with a pilot in the West Central neighborhood, which has many aging rental properties and blighted cases. The program includes a $35 annual rental license with inspections every five years, checking structural integrity, safety features, and habitability. Failed inspections incur a $50 re-inspection fee. The West Central Neighborhood Alliance supports the initiative. Funding of nearly $460,000 is allocated for 2025-2026, with a citywide rollout dependent on pilot results.

Joe's Blog: Settling into more heat (TUE-8/12)
SUMMARY: Tuesday in Kansas City starts mild with light fog reflecting lingering moisture. Recent rains were uneven, with pockets over 3 inches in northeast Jackson and western Lafayette Counties, but most areas saw under half an inch. A dry spell is expected through mid-August, with only isolated rain chances and rising humidity. A front early next week may bring rain and humidity relief. A ridge over the Plains will bring hotter weather this weekend and shift west early next week, allowing tropical storm Erin—forecasted to become a major hurricane—to recurve away from the US, though East Coast and Caribbean areas should monitor its path closely.
