Paxton sues Harris County again over guaranteed income program | Texas
SUMMARY: Despite repeated Texas Supreme Court rulings against it, Harris County Democrats initiated a new guaranteed income program called “Harris 2.0 Handout” to provide $500 monthly payments to selected residents for 18 months, funded by COVID-19 relief money. Attorney General Ken Paxton sued the county, citing violations of the Texas Constitution, which prohibits using public funds for individual aid. The previous program, “Uplift Harris,” was blocked by the court in June under similar legal concerns. County officials assert the new program aligns with court guidance, while critics argue it’s unconstitutional and politically motivated. Paxton’s lawsuit challenges the legality of Harris 2.0.
