SUMMARY: A Department of Human Resources investigator testified that the sleep setup for 4-month-old Adam Wells at Tiny Tigers Daycare did not meet state standards. Although daycare worker Payton Gan was state-certified, the infant was found lying face down on a Boppy pillow, violating rules requiring babies under 12 months to sleep on their backs on a flat mattress without pillows or blankets.
