Lee’s $59.5B budget inlcudes $3.9B in new spending | Tennessee
SUMMARY: Tennessee Governor Bill Lee proposed a $59.5 billion budget, seeking an additional $3.9 billion in spending. Key allocations include $1 billion for the Department of Transportation, a $36.5 million increase to the rainy day fund, and $580 million for education initiatives, including teacher pay raises. Lee also introduced the TennesseeWORKS scholarship, costing $12 million, and a $60 million loan fund for starter homes to address rising housing costs. Democrats criticized the plan, citing a $78 billion backlog in infrastructure projects and accusing the governor of fiscal mismanagement. Lee emphasized efficiency in government and increased funding for public safety and child care.

Death Row inmate in court to delay execution
SUMMARY: Byron Black, a Tennessee death row inmate scheduled for execution on August 5, is seeking to delay his execution in a Davidson County courtroom. Convicted for the 1988 shooting deaths of his girlfriend and her two daughters, Black’s attorneys argue he is intellectually disabled and therefore incompetent for execution. A neuropsychologist testified, confirming Black’s intellectual disabilities based on evaluations and DSM-5 criteria, with assessments consistent since 2005. Additionally, there is discussion about requesting the deactivation of a medical device implanted in Black. The court is reviewing these claims to potentially reconsider Black’s sentence.
