Former payroll director ordered to prison, must repay district nearly $500,000
SUMMARY: Former Mustang Public Schools payroll director Kim Windbreak was sentenced to 18 months in federal prison for stealing nearly $500,000 from the district over six years. From 2016 to 2022, she manipulated payroll by replacing voluntary deduction amounts with negative numbers, inflating her paychecks to as much as $8,000. Investigators revealed she also diverted tax withholdings from other employees’ paychecks to cover her own taxes. Windbreak’s scheme resulted in about $430,000 in extra pay. She must repay nearly $600,000 in total restitution, including approximately $470,000 to the school district and $125,000 to the IRS.
