SUMMARY: Travis Thrasher, chief wastewater operator for Oliver Springs, was indicted on theft charges for allegedly misusing city funds to buy tires and auto parts. Investigators found he charged $2,448 on the town’s fuel card and made over $1,000 in personal purchases despite town officials stating no authorization was granted. Thrasher resigned in September and attempted to repay the town $3,471. The investigation revealed over $3,000 in unverified purchases by town employees and highlighted poor enforcement of policies regarding delinquent water/wastewater accounts, with some employee accounts having outstanding balances exceeding $1,000. The audit covered finances from July 2022 to July 2024.
