Miller gained the victim’s trust by offering driveway repairs, while Costello entered the home to steal jewelry, captured on surveillance. Neither has been arrested and both are believed to be evading law enforcement out of state. Stadium funding offers up to 50% in bonds and \$50 million in tax credits, with local support needed. Critics argue public stadium funding hurts taxpayers while benefiting wealthy owners.
